15-6 investigation.  Liability for damage to property, whether by negligence
or misconduct, is resolved by the report of survey.
This section gives
general  guidance  to  those  persons  who  are  initiating  reports  or
investigations, when negligence or misconduct is suspected and liability is
not admitted.
